Generally, if you buy a good (expensive) chiller, it usually cost less in term of letric bill.
Cheap chiller will cost you later in the bill.
Most chillers on the market are for med - big sized tank, dunno how "big" is your 2 ft tank, in term of galleon.
The chiller will probably be an overkill to you.

It is NOT a must, but recommended.
If you got $ and space, go for it.

If you intend to stick to a nano SPS tank, not necessary need those fancy tools. If you got $, go for them loh (but then, why nano?).
