Honestly, I am using hang on filter n my riccia bubbling like crazy. Try to get the water level touching on the out flow. You can reduce the water coming out from the filter n hitting directly on the water level. And CO2 won't be lost so easily.

Enough CO2, lighting n clean water will make the magic happen.
