Makes perfect English sense. Simply means that she CANNOT guarantee that they won't eat your shrimp (even though they didn't eat her shrimps).

I personally think they will be ok in the company of the small algae eating shrimps, ie they won't eat your shrimp. These balitorids need high O2 levels in the water as they come from waterfall/rapid areas.

Below is a hyper link to my friend in Perth, Australia, Bob Darnell's site on loaches. In there there are pictures of dedicated tanks for balitorids (hillstream loaches) from people who have actually successfully bred these quirky little fish. These tanks usually have very fast flowing water, pumped thru with a big powerhead, to create the fast flowing river/rapid type of environment. This is the ideal tank environment for these fish, however I believe the shrimps would not fare well in a similar tank with fast flowing water.... so if you're going to keep them in with your shrimp, then there must be a compromise.
