Yes picture tells everything. I think whitespot more likely. If you betta has spots on its body like it has roll over some salt/has salt on his body most likely its whitespot.

Velvet is spots too but in orange/light brown colour. The fish will get infected easily under stress with whitespot and especially high daily temperature fluctuation. The worst I've experience not with fish but myself is in Melbourne. Day time 22-24 C night-time <4 C. 20 degress difference!!!
