Live Daphnia is available in Kok Aquarium and that little shop in Sg. Way (dunno the name) the row of shops along the famous Sg. Way Bah Kut Teh behind the Indian temple.

I have not tried cultivating but they are really really smelly to begin with so I don't think anyone with a sensitive nose can really adhere to it.
