Well, the dip is only for 10 seconds so you want to minimize the amount of water that is used. Using 10L of water for a 10 second dip is probably too much for a few goldfish. Besides, the H2O2 will not remain effective for long.
Hydrogen peroxide is also used to bleach hair so if you want to be a blonde, just try some on your hair. Keep away from your eyes though.
