Black hair algae? You mean Black Brush Algae right? I am also having this problem. At first, when the plants have not fully grown, my water circulation (with CO2) is good, then when some of my plants get bery compact and bushy, water flow is impeded and that's the areas that BBA grow. Time for some hacking job IMHO.
