Here is some friendly opinion;
If you want to have some live plant, just add in few thing into your tank. You will need Co2 (can DIY and cheap), lighting and gravel (holland sand if you have budget, ADA if you got extra $$).
I m not good on shrimp, many have die on me! So this part I cannot give any advice...me not good enough....
Well, if you plan not to have live plant, you may want to consider... SNAIL. I got tank full with snail. Btw where you from? Europe?
