Yes, dom is right, it is a very cheap plant, bought RM2.00 per bundle at East Aqua, Ikano..and I am lucky to get it...hehehe...have been seacrhing for it for so sometime...hehehe

1. That plant is
Tonina fluviatilis. Best planted on acidic substrate such as ADA Aquasoil, requires intense ligthing...tried before using Holland sand and JBL Aquabasis, some stems are growing fine, some rotting away...
2. I think either 2026 or 2028 are ok for this 4 feet tank, according to Eheim Filter Technical Data
here, 2026 is for 350 liter tank, 2028 is for 600 liter tank...following that, I am using 2026...and also considering the cost too..(not only the initial cost...also maintenance cost..filter media replacement etc)..

About the flow, maybe someone else could answer better, because no experience yet using 2028..but the only thing I can say is if the flow is too powerfull, there are ways to distribute the flow evenly in the tank, using spray bar, T junction, etc...

Maybe the picture below could explain better. My tank is just like stanley's tank, standard size 48in X 18in X 18in...by the way the casing width is approx 6.5 inch (including the legs), so, 2 X 6.5=13 inch, so still have approx 2.5 inch at the front and the back...
