What do you mean by "too cloudy", is the color is cloudy white or it becoming greenish?
From the photo I can see that it's an outdoor pond which expose to sunlight. Longdays of strong sunlight promote bacteria and algae growth, which will normally turn the pond to greenish after few days, what we call green water. Green water is good for goldfish, promote deep color and strong immune system.

I keep my 6 footer fibergalss tank under shade with zero sunlight. The water never get cloudy beside heavy feeding to my jumbo goldfishes.

Unfortunately you can't move your pond, so the solution are:
1) green away fomula - liquid form you can get from LFS
2) UV filter system
