Some update.

I have reposition some of the plants. Changed water twice (1/3) within a week, but will do this once a week later. Put in Dennerle E15 tablets (1 tablet/month) & 15 drops/every 2 days of PDMM.

I have also turned on my air pump during nite time for what you guys refer to as "airetion"

Lighting 60w to 80w turned on for 8.5 hrs/ with a fan turned on at interval (by timer).

My water quality has improved, not so green and no sign of any white aglae on the sands so far.

So far my plants seem to be growing quite well, see a bit here and there new green leaves....but certain plants... its leaves are also turning brown to black sort of color. What does that mean ?

I have also added a few batches of fishes. Now my 3ft tank has the following :

5 Oto AE
3 SAE
6 Cherry Shrimp
8 Yamato Shrimp
3 Tiger & 3 Bee Shrimp

6 Neon Tetras
6 Green Tetras
6 Gold Tetras
2 Rainbow fish (forgot the full name)

Is this too many fishes ???

Do you think I can get another 6 more Neon Tetras (they look good) and 6 Zebra Danio
