Cert or no, not important.
For 1K, I expect to see shine on the fifth level, large tail/ finages, long pectoral fins and no faults.
Average quality, can purchase anywhere. Jln Pasar cheapest I've seen is RM650 negociable. Not celup, not 1.5/Grd2 but real RTG.

Agreed with Rishi
the thing is beware of the price of RM888 or below RM1K
sometimes the coloration of the fish isn't that good
may be coz of the lamp n black water, the color look bright

better bring someone expert in this before invest some RM1K into aro
