betta can't dive

My betta lives on the top on the water and can't dive to the bottom, he pops backup. He swims sideways and lunges for his food and misses most of it. He has no other problems. How can it get him to swim normally again?

no medicine for this kind of problem. cause fish have 2 kidney inside. if 1 rosak, it will swim terbalik or can't dive. if both rosak, then die.
