blood parrot... problem?

i have a blood parrot that has a white spot on both sides on the base of his tail.. it is a very recent thing. i am thinking its a water quality thing, because i had a friend watch my tanks for a couple weeks while i was out of town.. i really have no idea what the problem would be besides the water.. he is acting fine and eating normally, so i am at a loss.

this white spot usually occurs when you introduce new fish in a tank / the water quality at your tank is bad/dirty. one methods is to add salt to the water (not the normal salt,ok.) or the simplest way is a buy a normal medicine that usually sell at LFS (blue colour). this methods works wonder and in just 1 day but it will make your tank water blue. try it.
