Hi,
Introducing green water from other source is an alternative way to do it but it subject to certain risk of bringing in sickness. A small cup of the green water pour into the new tank, it'll kick start the grennwater process very quickly; again, it is risky, unless you are sure that the water is clear of virus. Also, betta might bring some other thing from other place too. So, watch out from this point of view. Lighting is a another alternative as you mentioned. Also, if the green water success in the glass tank, why not clear the old water and shift the ranchu there? this option also stands a good chance of getting things green. Provided you sure the water level can maintain 3"-4" safely (even it has certain leakage some where cos it is only for temporary use.) So, for long term consideration, on and off, you'll need green water to groom your fish. Therefore, it is a good chance to find out which is the best way to culture it. So, a little trial and error now, and things will be easy for you in the future. have fun! Cheers.

My plan is to leave the greenish water (in glass tank) for another week...hope to see real green water by then and the koruko can live in it. I understand my problem is lack of sunlight, so i need to get alternative source as u suggest. I plan to get 2 x 3' lighting for the cement tank. With the ligthing system i can cultivate green water in the cement tank for a week (same process like i did for the glass tank). During that time, the korukos can stay either in the green water in glass tank or clear water in Ikea tank. My only concern is about the worm in the glass tank, pls advise!! Once the cement tank is ready with green water then i move them back into. In greenwater, i read that, we don't have to do water change, until the water turn too dark (blackgreen). Is that true? I'd be best if you can cultivate carpet algea or greenwater together with the fish in the tank. This is the best way and the safest way to do it. Leave one or two liter of old water behind (means 99% water change) will express the process too.
