today i just bought a luo hon. well its quite tiny.. around 4 cm ++. i found out its dorsal fin isn't fully developed to the head. is it a defect or will it grow?

the dorsal fin, its not developed like a normal luo hon. the dorsal fin near the head there.

It might be deformed dosal ,if possible do show us the photo if can?.
