As for your query about using ice-box ice packs to lower your fish tank temperature, this is NOT recommended for the following reasons:
1. the plastic wrapping for the chemical may rupture and leak into your fish tank and poison your fish
2. poor control and maintenance of water temperature
3. temperature fluctuations every time the ice packs are changed may be too dramatic for your fish to cope with and can kill them or weaken their immune system.

For all the trouble of using ice packs, it would be far easier if you installed a cooling fan.
